Role of the Scientific Committee of the International Whaling Commission (IWC)

The International Whaling Commission (IWC) was set up under the International Convention for the Regulation of Whaling (ICRW). The purpose of the Convention is gto provide for the proper conservation of whale stocks and thus make possible the orderly development of the whaling industryh. An important feature of the Convention is the emphasis it places on scientific advices. The Convention requires that any measure taken on management and conservation of whale stocks gshall be based on scientific findingsh. To this end the IWC has established a Scientific Committee (SC). The information and advice the SC provides on the status of the whale stocks form the basis on which the IWC develops the regulations for the control of whaling. This lecture examines the composition, function, structure and recent work of the SC. Particular emphasis is given to the work on gComprehensive Assessmenth of whale stocks (detailed evaluation of the status of the stocks in the light of management objectives), which involves research on stock structure, abundance and estimation of biological parameters. This lecture also examines the relationship between the work and advice of the SC and decisions (regulations) adopted by the IWC in recent years.
